Email registering & 0x59

I was wondering if any of u knew what was up with 0x59, the packet for registering ur email to ur account name. ur supposed to wait for bnet to send it to you, but for some reason in my new project after sending 0x3d i never receive 0x59.  also i tried it out on alpha&omega and the email registering on it didnt work either.
I ran wireshark and created an account on sc, binding my email to my account.  i searched through the packets but couldn't find a packet with my email address in it.  I probably fucked up somewhere along the line cause ive been high all night. any information would greatly be appreciated.

IIRC, 0x59 is only sent to the client after you send 0x3A.

This might be obvious, but the account isn't already registered is it?
